Kanazawa City Council introduced a number of converted Volkswagon T4 community buses to serve narrow streets and even within pedestrian shop streets in 1997. Three routes were opened. These buses were converted by Austrian bodybuilder Kunsenits to 3-axled full low floor buses City Bus III. The routes were operated by Hokuriku Railroad Co Ltd, a major bus operator of the city. These buses were the first buses of the type introduced in Japan.

Owing to the age and maintenance cost, Hino Ponchos were introduced around 2006 to gradually replace these buses.
