Following the introduction of the U21S demonstrator in 1982, Singapore Bus Services purchased 20 Nissan Diesel U31SCN buses in 1986. All these buses were fitted with Fuji Heavy Industries bodies and Fuji air conditioning units.

In 1986, TIBS also purchased 87 Fuji bodied U31SCN buses.3 of them (TIB279X, TIB280R and TIB390G) were fitted with air conditioning. TIB311K-TIB317U were retrofitted with air conditioning units afterwards. CSS also purchased 2 non-airconditioned U31SCNs.
