Iveco CityClass was developed just before Iveco and Renault formed Irisbus. After the merger, both CityClass and Agora city bus series existed and they have found different markets.
After the major bus route renumbering and change of bus policy on 1 July 2004, many non-step buses were purchased by the transport authority in Seoul. They included imported buses and indigenous buses. Iveco CityClass 18m CNG articulated buses were introduced to several trunk routes in November 2004.
