By 1977 Leyland had made a decision of phasing out the old 500series engines so that its new L11 and TL11 engines could be fitted in the National. At the 1978 Motor Show, Leyland exhibited a prototype National 2, later registered NCW800T. It had 690 engine and rear-mounted radiator. By mid-1980 this 52-seat prototype had received a modified L11 engine and a new type of gearbox. after that , two more prototypes were built. The third prototype, was a left-hand drive two-door version, built for operation in hot climates. However it was sent to UITP of Helsinki. This was the first true National 2 which had all the features distinguished from the National.

The principal feature of the National 2 was that the radiator was relocated to the front so as to let it operate in hot climates. This caused the lengthened front-end with laminated windscreens. This also helped solving the problem of reflections of National's windscreen. On the other hand, L11 or TL11 engine was installed, in Standard and Heavy Duty models respectively.
